To: The General Board of Health.
From: George Grant Francis, Town Councillor and Paving Commissioner, Burrows Lodge, Swansea [Glamorganshire].
Subject Matter: Letter advising that the Paving Commissioners and Corporation will hold a special meeting next Wednesday to consider [Superintending Inspector] Clark's report on Swansea.
He asks whether [if the Public Health Act 1848 is applied] all charges will be made by rates, with the exception of private improvements, and whether 'the Treasury have set their face against the appropriation of Borough or Corporation capital to these purposes'. He also asks when Swansea is likely to come under the operation of the Act. Finally, he asks whether the General Board would send an Inspecting Surveyor to assist the local authorities and, if so, at whose expense.
