All the FLC files preserved for second review related to the activities of the FLC 4 Branch whose responsibilities were financial aspects of Local Government re-organisation, including secondary legislation and arrangements for transitional costs.
Following the re-organisation of local authorities consequent on the Local Government Act 1992 there was a thorough re-examination of policy and procedure in local government finance resulting in the production of much secondary legislation and revised guidance. There was also the issue of transfer of debt to, and between, the new authorities.

The Local Government Capital Finance Division was set up in 1993. Its responsibilities were the local authority capital finance system, including local authority capital finance in the Public Expenditure Survey, local authority credit approvals, local authority finance and accounting matter and financial arrangements for local government re-organisation. The division ceased in 2001 after the creation of the Department for Transport, Local Government and the Regions when the local government finance divisions were brought together under LGF (Local Government Finance).
