The Finance, Local Authority Expenditure Division was set up in 1985 with responsibility for departmental policy on budgeting and accounting in local authorities. In 1989 it amalgamated with the Finance, Local Authority Rate Limitation Division to form the Finance, Local Authority Expenditure and Revenue Division. This expanded its responsibilities to include the limitation of rates and, later, the community charge. This new division used the FLER prefix from 1992 on.
