The programme relates to those seriously disabled people who because of their handicaps are unable to meet the required standards for work in open industry, but who, under sheltered conditions, are able to maintain normal employment.
The aim is to ensure, by means of financial support to approved organisations, the provision of facilities to enable them to work under sheltered conditions and to help them where practicable to overcome their disabilities sufficiently to take their place in open employment

This series meets TNA's Acquisition policy theme 2.2.1.5 Formulation and delivery of social policies, documenting the work of OSP31 4.2.2.3 (social and industrial history for records relating to vocational training, particularly those closely related to the activities of the Department of Employment), OSP31 5.1.11 (records of the Manpower Services Commission relating to the policy determining changes) and OSP5 5.3.
At the end of 1974, the Manpower Services Commission endorsed the Department of Employment's view, as expressed in the consultative document 'Sheltered employment for disabled people', that in order to promote effective progress the present system of dual responsibility for sheltered employment should be replaced by a single authority.
Although the Government decided against establishing a single authority, the Commission agreed to take over the Department of Employment's responsibilities for sheltered employment, as well as related policy development and the secretariat for the National Advisory Council for the Employment of Disabled people.
Responsibility was officially passed in July 1976, with management located within the Employment Services Division (referred to then as the Employment Services Agency).
