The Department for Work and Pensions became custodians of the series in 2001 when it replaced the Department of Social Security, 1988-2001. The series was previously held by the Department of Health and Social Security, 1968-1988.

This series meets TNA's Acquisition Policy theme 2.2.1.5 Formulation and delivery of social policies, documenting the work of the Social Security Policy Group, Division C. The files have been selected in line with OSP5 5.2.3 - they contain the work of the Norman Fowler Social Security Policy Reviews, particularly the Inquiry into Provision for Retirement.
The Inquiry into Provision for Retirement, also known as the Norman Fowler Inquiry, was established on 23 November 1983 by the Secretary of State for Social Services to review occupational and private pensions. The investigations were divided into separate parts.
The Inquiry's terms of reference included the following: To study the future development, adequacy and costs of State, occupational and private provision for retirement in the United Kingdom, including the portability of pension rights, and; To consider possible changes in those arrangements, taking account of the recommendations of the select committee on social services in their report on retirement age. The Minister responsible for social security, Norman Fowler MP, chaired the Inquiry, as well as a sub-group of the Inquiry set up to examine personal pensions and their operation. Written evidence was taken, and the Inquiry held four public hearings.
Consultative documents were published (date of publication in brackets): On protecting the pension rights and expectations of early leavers (29/11/1983);On greater disclosure of information by schemes to give more security for the rights and expectations of their members (29/02/1984); Proposing a statutory right to a transfer value for early leavers from occupational schemes (23/05/1984).
