The Department for Work and Pensions became custodians of the series in 2001, when it partially replaced the Department of Education and Employment 1995-2001. Prior to that the series was held by the Department of Employment 1970-1995.

The Manpower Services Commission (MSC) was formed as a result of the Employment and Training Act 1973. However, MSC was an independent body and reported directly to the Secretary of State for Employment. The files in this series deal with the transfer of work areas from the Department of Employment to MSC.
