The Department for Work and Pensions became custodians of the series in 2001, when it partially replaced the Department of Education and Employment 1995-2001. Prior to that the series was held by the Department of Employment 1970-1995.

The Manpower Services Commission (MSC) was formed as a result of the Employment and Training Act 1973. However, MSC was an independent body and reported directly to the Secretary of State for Employment.
