The Careers Service was previously known as the Youth Employment Service but became the Careers Service through the Employment and Training Act 1973. The service was to be administered through local education authorities (LEAs), but retained central responsibility through the Department of Employment. The Trade Union Reform and Employment Rights Act 1993 replaced the requirement that LEAs must provide Careers Services with a duty for the Secretary of State for Employment to unsure the provision of a Careers Service. By 1996, the new Department for Education and Employment announced that the framework of the Careers Service would change, allowing LEAs, Training and Enterprise Councils (TECs) and independent providers to work together to provide Careers Services in local areas.
