9494. [Carleton] to Colonel Fanning. New York. Has received his letters of 25 and 26 September with enclosures regarding the establishmnet of his regiment. Congratulates him on his civil appointment as Lieutenant-Governor in Nova Scotia and on his commission in the British army. Would not decline any proper occasion of giving further marks of his regard and approbation, but the rank of temporary Brigadier-General cannot be conferred at present consistent with orders received for the reduction of the army and staff and the speedy evacuation of posts here.
