Ian Frank George MILNER: New Zealander, Australian, British. MILNER initially came to notice due to communist associations in his university days. In 1944 he joined the Australian Department of External Affairs, then moved in 1947 to the United Nations Secretariat. Suspicions arose when he was in contact in the USA with a suspected Soviet agent. In 1950 he suddenly moved to Prague ostensibly for his wife's medical treatment. He was still under active investigation when in 1954 the Russian defector PETROV reported that MILNER had been a key MGB agent in the Department of External Affairs between 1945 and 1948. He was subsequently named by the Royal Commission on Espionage in Australia
