The Department for Environment, Food and Rural Affairs (Defra) ran the Contaminated Land Capital Projects Programme (CLCPP) to help local authorities in England cover the capital cost of implementing the contaminated land regime under Part 2A of the Environmental Protection Act 1990. The Environment Agency started the administration for this programme in July 2010 with Defra funding it.
