Management Services Division 1 covered the administration of MAFF Headquarters, including the Management Board, the Research Laboratories, manpower control, pay, and organisation and methods.
Review of Non-Departmental Public Bodies (NDPBs):
The review was commissioned by the new Prime Minister in 1979 into those organisations carrying out service delivery functions on behalf of government departments. The review was carried out by Sir Leo Pliatzky, recently retired, who had been Second Permanent Secretary in the Treasury.
MAFF Divisions were requested to supply information about the NDPBs for which they were responsible via the Management Services Division 1 which was then submitted to the Management Board for onward transmission to Sir Leo Pliatzky.
The final report was published under Command Paper 7797 in 1980. As a result it was decided that annual reports on the work of the NDPBs should be completed with government departments supplying information to the Civil Service Department, who would be responsible for co-ordinating and publishing the final review.
