The Planning for Large Scale Development website was created and maintained by the Advisory Team for Large Applications (ATLAS), to guide stakeholders through the town planning process in relation to large, complex or strategic development projects.
ATLAS provides an independent advisory service available at the request of Local Planning Authorities that are experiencing the pressures of increased development activity. It operates across England (outside of London). The team is sponsored by the Department for Communities and Local Government (DCLG) and delivered by the Homes and Communities Agency.
