The application was called in by the then Secretary of State for the Environment, Peter Shore, under the provisions of Section 35 of the Town and Country Planning Act 1971 on 25 March 1977. The Honourable Mr Justice Parker was appointed to conduct the inquiry on 31 March 1977 with Sir Edward Pochin CBE, MD, FRCP, and Sir Frederick Warner, C Eng, FRS, to act as assessors.
The inquiry held a preliminary meeting regarding procedural matters on 17 May 1977 sat on 100 days between 14 June and 4 November 1977. Under the provisions of Rule 6(1) of the Town and Country Planning (Inquiries Procedure) Rules 1974 the inquiry was to consider the following aspects of the application: Public Safety and National Interest; Environmental implications specifically: a) disposal of solid, liquid and gaseous waste under the provisions of the Radioactive Substances Act 1960; b) The safety of operations under the provisions of the Nuclear Installations Act 1965; Amenities of the area; Additional traffic movements by road and railway; Impact on Local employment; Increased demand for housing and public services.
