To: The General Board of Health.
From: W J Le Feuvre, Southampton [Hampshire].
Subject Matter: Letter acknowledging receipt of a letter dated 4 April 1856, as to the recovery of expenses for the paving of private streets. Le Feuvre explains that he has made a written application to the Southampton Local Board, which he trusts will be referred to the General Board for their opinion. He adds that he has no desire to provoke a correspondence after reading the contents of the General Board's letter, 'but as you state that the word benefit in the 86 Section is held to extend to indirect benefit, I am induced to observe that looking at it in that light, I can scarcely believe that the owner of houses in an adjoining street is to assist in paying for laying down pavement before his neighbours' houses, whilst the street before his own property remains unpaved'. Le Feuvre submits that the benefit to the neighbours may, in fact, prevent the other houses from procuring servants, whilst the owner is paying for the decided benefit received by another and refused to him.
