Folios 131-132.

To: The General Board of Health.

From: W J Le Feuvre, Southampton [Hampshire].

Subject Matter: Letter calling attention to the fact that the Local Board of Southampton have entirely paved certain streets in the town, whilst they have left other property adjoining such streets unpaved, and that the rates incurred is sought to be recovered by a Special Rate levied over the whole town. Le Feuvre explains that he is the owner of five houses in Nelson Street, in which no pavement has been laid down, nor can he learn that it is intended to be laid down, whilst those nearby have been so paved. He submits that the expenses incurred in the pavement of new streets should be considered as District or Private Improvement Rates, and recovered from the owners of the property deriving the immediate advantage, and that the expense should not be thrown over the whole town. Le Feuvre adds that if the street in which his property is situated be paved, he will be ready to pay for the improvement rate to meet the expenses. He trusts that the General Board will inform him whether the Local Board are correct in raising special rates for the purpose of defraying the expenses of paving particular streets.
