To: Charles E Deacon, Town Clerk and Clerk to the Local Board of Health, Southampton [Hampshire].
From: The General Board of Health.
Subject Matter: Draft letter acknowledging receipt of a letter dated 13 March 1856, enquiring whether the works erected by the Local Board at Mansbridge, for the exclusive supply of water to that district, can be legally rated to the Poor and County Rate for the Parish of Southampton, in which the works are situated. Deacon is advised that the General Board approve, under the circumstances, of the intention of the Local Board to appeal against the rate.
