To: Charles E Deacon, Town Clerk and Clerk to the Local Board of Health, Southampton [Hampshire].
From: The General Board of Health.
Subject Matter: Draft letter acknowledging receipt of a letter dated 21 January 1856, and of the accompanying papers relating to Mr Ranger's claims upon the Southampton Local Board of Health. In reply to the application of the Local Board for the opinion of the General Board as to the liability of the Local Board to pay Ranger's claim, Deacon is advised that as Ranger was not employed on the works of Southampton in his capacity of an officer of the General Board, but under an agreement with the Local Board of Health of Southampton, the President does not feel called upon to examine the accounts sent in by Ranger in pursuance of his agreement with the Local Board, or to express an opinion upon it, unless some special reason be urged for his intervention. The accounts referred to are said to be returned herewith.
