Folios 454-456.

To: The General Board of Health.

From: George Lowther, Clerk to the Selby Local Board, Selby [Yorkshire].

Subject Matter: Letter requesting advice on the enclosed statement of facts in relation to the obstructions in carrying out the provisions of the Public Health Act 1848 on the sanitary condition of certain dwelling houses and premises situated in Church Lane, Selby of Mr George Eccles, which was described in Mr Linton's report as 'in a deplorable condition for want of proper sanitary regulations', and being injurious to the health of the occupants. Lowther encloses the resolution made by the Selby Local Board from this report, to serve notice on George Eccles to execute the alterations and improvements recommended by the Surveyor within 28 days, under the provisions of the Public Health Act 1848. The notices expired and under the authority of the Selby Local Board, the Surveyor commenced putting in the necessary drains to connect them to the main sewer, and is now in the process of installing water closets, but Eccles who is 'violently opposed' to the Board's proceedings has taken the opportunity of locking up the premises to prevent them from completing the works in hand, contrary to the Public Health Act 1848. The Board therefore asks for advice on the proper course to take in this matter.
