To: Richard Palmer, Clerk to the Local Board of Health, Preston [Lancashire].
From: The General Board of Health.
Subject Matter: Draft letter in reply to Pamler's letter of 12 June 1851 regarding the desire of the Fishwick ratepayers for the exemption of that township from the Public Health Act 1848. It is advised that the General Board will not take any steps in the matter until they receive the report of the committee of the Local Board convened to consider the issue. It is stated that, if the Local Board had communicated that they were unable to attend the interview between Mr Wilson Patten MP and the General Board, another day could have been arranged. Since they received no communication, the General Board concluded that the Local Board did not think it necessary to have anyone present on their behalf.
