To: The General Board of Health.
From: Richard Palmer, Clerk to the Local Board of Health, Preston [Lancashire].
Subject Matter: Letter advising that the Local Board has appointed a committee to examine the memorial [petition] of the Fishwick ratepayers for an exemption of their township from the operation of the Public Health Act 1848. He states that the Local Board will communicate their opinion on the matter as soon as possible to the General Board, either by deputation or in writing. He points out that the subject could have been dealt with more promptly if the Local Board had been permitted to meet the representatives of the Fishwick ratepayers during their recent interview with the General Board, of which the Local Board was not made aware until the day before it occurred. This late notice, he explains, made it impossible for the Local Board to convene a legal meeting to consult on the issue before the interview took place.
