To: The General Board of Health.
From: Richard Palmer, Clerk to the Local Board of Health, Preston [Lancashire].
Subject Matter: Letter enclosing a resolution passed by the Local Board of Health on 23 May 1851. The resolution states that 'this Board is of the opinion that its efforts to carry into operation the Health of Towns Act [Public Health Act 1848] for the general advantage of the Town would be greatly limited and embarrassed by the exemption of the Township of Fishwick (which is an integral portion of the Borough of Preston) from the operation of the said Act, and that for such exemption no sufficient reason has been given'.
