Letter from Thomas Wilkinson, John Ralph Fenwick, Thomas Hopper, Edward Davison and Thomas Bowes, Durham magistrates, referring to the letter from [John King, Under-Secretary,] giving the Home Secretary's view on the case that they had submitted for the opinion of the Crown's Law Officers and reiterating their request for such an opinion. The magistrates explain their delay in proceeding to ballot until it had been clarified whether non-commissioned officers were intended to be appointed from 'mere recruits' under the Additional Forces Act.
Annotated: The enclosure sent to Mr White [Treasury Solicitor] 30 January 1804.
