7788. Lieutenant-Governor Andrew Elliot to Carleton. New York. The letter from John Morin Scott Esquire dated Fishkill [New York], 15 May 1783 and addressed to your Excellency, which your secretary Mr Morgann transmitted to me. Yesterday it was laid before His Majesty's Council. The sentiments of the council on Mr Scott's letter are expressed in the copy of their minutes which he has the honour to enclose.
