The first formal public hearing of the Inquiry took place on 16 March 1998, after a number of adjournments agreed by the Chairman. On that day, the Chairman agreed to a further application for an adjournment. The Inquiry reopened on 24 March 1998.
The Inquiry had powers to call for witnesses to attend, under section 250 of the Local Government Act 1972. Witnesses were sworn, the Counsel for the Inquiry examined each witness, and relevant cross examination from each party followed. Witnesses were also required to answer questions from the Chairman and his Advisers.
Occasionally, the Chairman of the Inquiry was required to rule on applications which needed to be made in private to avoid prejudice or maintain the safety of individuals. These were termed as hearings 'in chambers'. On such occasions, the public and media were invited back into the Inquiry Chamber afterwards to hear the Chairman's rulings.
