Prior to the constitution of the Civil Service Department the Treasury 'rules' on management of civil servants in departments were contained in the document known as Estacode. One remit of the new department was to replace Estacode with a more manageable guidance framework, and in due course this took the form of the Establishment Officers Guide and the Civil Service Pay and Conditions of Service Code, together with series of circulars.
