Folio 293: Commissioner Sir Richard Beach, Portsmouth. All ships have been paid and the books sent up by wagon. He has passed on the Board's orders to the various Officers, but is concerned that the Commanders will take no notice of them. Mr. Winter came yesterday whilst he was paying the ships at Spithead. Captain Willshaw will need to pay the men of the Advice. He intends to take Mr. Prescott to London. The Jersey is ready to sail but she has only a very few men. The Master Shipwright is ready for the Northumberland to come in but, as her men are being turned over to the Essex, the Ordinary does not have enough men to get off her guns and provisions.
