To: The General Board of Health.
From: Thomas Worsley, Ormskirk [Lancashire].
Subject Matter: Letter referring the report on the sanitary condition of this town. Worsley contends that he has never seen the town in the state that the report described. He explains that there is a plentiful supply of water with 200 wells and pumps in the township of Ormskirk, and he is ready to prove that it is the intention of the Board that towns should be put under the Public Health Act 1848 without consulting the ratepayers. He adds that Ormskirk has never been consulted on the subject, but the report says that a petition was signed by ratepayers. He states that he can prove that this petition was signed by parties that are not ratepayers, and it was simply to put down the lodging houses and to put down a pump, where they considered it to be necessary. He asks where the Act can be put in place without consulting the ratepayers.
