To: The General Board of Health.
From: William Welsby, Ormskirk [Lancashire].
Subject Matter: Letter stating that it has now been 12 months since the petition was sent for the adoption of the adoption of the Public Health Act. Welsby considers that the weekly return of the surgeon to the Union is sufficient evidence of its necessity. He explains that a great deal has been done by the Sanitary Committee appointed to the Board of Guardians, but their powers are quite inadequate, and it is hoped that this will be given the General Board's early attention.
