Folios 522-523.

To: The Local Government Act Office.

From: A Harbottle Estcourt, Newport, Isle of Wight.

Subject Matter: Letter calling attention to the Town of Yarmouth, Isle of Wight, which is an ancient borough but not comprised in the Schedule to the Municipal Corporation Act. Estcourt advises that the population in 1861 was 726, that the area of the parish is 58 acres, and that the annual rateable value of the parish is £2000. The roads and highways are said to be under the jurisdiction of the Commissioners for the Highways of the Isle of Wight, and the rate raised by them is applied in one common fund for the highways throughout the Isle of Wight. There is also said to be a common belonging to the town, and a few acres of pasture land - 'otherwise the parish is all occupied by streets and houses'. Estcourt adds that the Quay and Harbour are under the jurisdiction of the Corporation.

Estcourt explains that the drainage of the town is 'very bad', and that the Parish Officers have received notice from the Home Secretary requiring them to take steps for the effectual drainage, which will involve a heavy expense. Under these circumstances, he enquires whether it would be probable that the Home Secretary would sanction the adoption of the Local Government Act 1858 by the parish.
