To: The Local Government Act Office.
From: William Toy, Clerk to the Local Board for the District of Mossley [Cheshire/Lancashire/Yorkshire], 3 Park Parade, Ashton under Lyne [Lancashire].
Subject Matter: Letter enclosing an extract from the minutes of a meeting of the Mossley Local Board held on the 12 October 1865, by which it can be seen that the Local Board have resolved to apply to the Home Secretary for sanction to borrow £2100 for the purposes of paving, flagging, sewering and repairing the highways mentioned in the estimate of their Surveyor. Toy also encloses the Surveyor's estimate, showing for what purpose the money is required. He applies for sanction to borrow the said sum on the terms stated in the resolution.
