The Committee on the Civil Service (the Fulton Committee) received evidence on and pressed in their recommendations, among other matters, for greater adoption of accountable units of management within departments, including new developments such as the identification of cost centres, and of hiving off, for blocks of executive work, and management by objectives for administrative work which was not amenable to quantitative performance measurement (Fulton report chapter five, Cmnd 3638, published 1968).
On the creation of the Civil Service Department (also a Fulton Committee recommendation), development of these approaches was split, the technical accounting element remaining in the Treasury, and the organisational element passing with Management Services branches to Civil Service Department.
In 1973 consideration of public purchasing policy was added to the Management Accounting Unit's functions.
