Administrative / biographical background

On 24 March 1999, the British government set up a Payments Scheme so that victims of Nazi persecution could apply for compensation for seizure of assets by the UK during the Second World War under the Trading with Enemy legislation. Compensation was to be considered for both individual and commercial claims falling into two broad categories: those relating to belligerent enemies, who declared war on the UK, such as Germany, Hungary, Romania and Bulgaria; and technical enemies who were enemies of the UK by virtue of their occupation by German forces, such as France, Czechoslovakia and Poland.

The period for submission of claims ended on September 30 1999 (subsequently extended to 31 August 2004). Each claim was then considered by the Enemy Property Claims Assessment panel (EPCAP), chaired by Lord Archer of Sandwell. The Secretariat to this panel was provided by DTI's Finance and Resource Management Directorate.
