Addressed to whom it may concern, permission is hereby granted to the sloop 'Maria', Peter Starke Master and nine hands, to proceed from hence as a flag of truce to Tappan for the purpose of carrying Lieutenant-General Campbell and the Honourable Andrew Elliot, Commissioners appointed to settle a cartel for the exchange of prisoners.
