4633. General Washington to Carleton. A letter from Headquarters stating that the requested passport for Mr Morgan to travel to Philadelphia with letters has been refused. A party of inhabitants, consisting mainly of women and children from South Carolina, sent from Charleston to Pennsylvania, should have passports granted by the British administration, for safe return to Carolina with baggage, plus, pay costs for transportation.
