To: William Stevens Jnr, Clerk to the Local Board of Health, Hitchin [Hertfordshire].
From: The General Board of Health.
Subject Matter: Draft letter acknowledging receipt of a letter dated 29 January 1851, forwarding a copy of a minute made by the Local Board of Hitchin, together with a copy of an agreement for the purchase of certain property in their district. Stevens is advised that the money for the purchase should be borrowed on the security of the General District Rates, and that it has been found that the Insurance Offices furnish the best available means for raising the sums required. It is explained that by Section 119 of the Public Health Act, the sanction of the General Board is required before borrowing money on the security of the rates, and that this should be formally applied for.
