From: William Stevens Jnr, Clerk (pro tem) to the Local Board of Health, Hitchin [Hertfordshire].
Subject Matter: Letter advising that a General District Rate for the Township of Hitchin has been made, and that the rent charge in lieu of tithes has been rated at the net annual value at which it is assessed in the Poor Rate. The Vicar is said to be of the opinion that as the tithes are derived from land, the rate should have been made upon one-fourth of the net annual value, as is provided by Section 88 of the Public Health Act 1848 with respect to the occupiers of arable, meadow and pasture ground. Stevens requests to be informed whether the rent charge in lieu of tithes for the said township should be rated at the net annual values assessed to the Poor Rate, or whether it should be rated at one-fourth of that sum.
