To: William Stevens Jnr, Clerk (pro tem) to the Local Board of Health, Hitchin [Hertfordshire].
From: The General Board of Health.
Subject Matter: Draft letter acknowledging receipt of a letter dated 12 August 1850, with regard to the expenses of the proposed survey of the Township of Hitchin under the superintendence of the Board of Ordnance. Stevens is advised that it does not appear to be possible to fix very precisely the amount of cost of the survey of any particular locality, as it would necessarily vary according to the varying character of the district. It is explained, however, that the General Board have reason to believe that the limit of cost is very fairly stated in the eighth page of their minute on the subject; 'moreover that a thoroughly good and complete survey, such as now contemplated, will be one of the greatest measures of ultimate economy that a Local Board can determine upon, and that by no other means is it likely to be realised so efficiently and cheaply as by those proposed'. Stevens is further advised that on receipt of the final determination of the Local Board, the officers of the Ordnance will be directed to place themselves in communication with Mr Heard, who is recommended as a proper person to take part in the survey.
