To: The General Board of Health.

From: William Stevens Jnr, Clerk (pro tem) to the Local Board of Health, Hitchin [Hertfordshire].

Subject Matter: Letter enquiring whether under Section 95 of the Public Health Act 1848, the Local Board have the power to compound with some owners of property under £20 and to exclude others of a similar amount from compounding; whether the proper mode of offering composition to such owners is to give each owner notice of the intention of the Board to compound, and at what rate.
