Folio 540.
To: The General Board of Health.
From: William Hawkins, Hitchin [Hertfordshire].
Subject Matter: Letter advising that having considered the duties imposed by the Public Health Act 1848 on the person who shall conduct the first election of the Local Board of Health, he finds that his other engagements will not admit of his undertaking those duties. Hawkins confirms that he has intimated his intention to decline the offer held out to him by the Gazette.
Hawkins also calls attention to the difficulty in which the Local Board will probably be placed for want of compulsory powers to purchase the property required for effecting the purposes of the Public Health Act. He submits that nothing effectual can be done in Hitchin without pulling down the mill, 'and the knowledge of that fact will probably induce the owner to demand and exorbitant price for it'.
