Administrative / biographical background

In 1988 the HRP (Housing Renewal Policy) Division was set up as part of the re-organisation of the Housing Divisions which spawned the breaking up of the large and well established H prefix (HLG 118). HRP was responsible for private sector home and area improvement policy, slum clearance policy and the homes insulation scheme. In 1991 responsibilities were extended to encompass renovation grants, renewal areas, home improvement agencies and energy efficiency. In 1995 this was extended to all health and environment issues affecting housing. In 2000 HRP ceased to exist when HRPO (Housing Renewal and Private Ownership) was formed encompassing HPF (Housing Private Finance: AT 141) and HRTB (Housing Right to Buy: AT 131). There was not an HRPO prefix and the existing prefixes continued to be used until 2002 when HPS (Housing Private Sector) was set up by amalgamating HRPO with HPRS (Housing Private Rented Sector).
