3359. Captain Willianm Spry to General Sir Henry Clinton. A letter from Halifax stating that Captain Callbeck, will deliver this, to explain reasons for the delay in accounts for St John's, and would carry authenticated duplicate vouchers, and plans for work done. Ordered by Lieutenant-Colonel Bruce to accept and pay some drafts but Brigadier-General McLean refused to accept as the considered place was outside his jurisdiction. Had to go to the deputy paymaster for funds to pay and hoped for approval. Concerned that Brigadier-General McLean refused entrenching tools to be made or repaired, but procure new ones instead, and enclosed a copy of the demand. Requested leave to visit New York but was refused by Brigadier-General McLean. Callbeck to explain the state of current works instead.
