3312. Sir Henry Clinton to General George Washington. A letter from New York acknowledging a letter of the '25th' regarding Major-General Phillips and have informed him of the part related. In respect of Mr John Franklin, his previous conduct had been unbecoming, and required him and his families removal 'without the lines'. Naval prisoners came under the officer commanding the King's ships and any grievance made would be looked at and redressed, if found to exist.
