3452. Cornwallis to Germain. Wilmington. Number 10. Discusses the winter campaign in the (North and South) Carolinas, and the difficulties in reducing the province by a direct attack upon on it. Writes that therefore it should appear to be the interest of Great Britain to maintain what she already possesses and to push the war in the southern provinces. His opinion that a serious attempt upon Virginia would be the most solid plan.
