Administrative / biographical background

The Department of Health came into being on 25 July 1988, when the Department of Health and Social Security (DHSS) was divided into its constituent areas of health and social security by prime-ministerial fiat.

During its 20 years of existence, DHSS's health and social security divisions had never been merged; only some personnel and resource management functions straddled the two functional areas. The parting of the leviathan department was therefore a relatively straightforward matter, and had been completed by the end of March 1989.

The Department of Health is responsible for developing and implementing policies to improve the standard of health and well-being in the UK, and for the provision of high quality health care and social care for those who need it.

It performs these tasks through education (including supervision of the training of health professionals) and the promotion of health research; through overseeing and supervising the work of the National Health Service (via the NHS Executive); and through the operation of the Social Services Inspectorate as part of the Social Care Group.

The Department is also responsible for the work of HM Inspector of Anatomy (who supervises the allocation of bodies to anatomy schools under the Anatomy Act 1984), and for the supervision of the Special Hospitals.

The Department has devolved some of its functions to executive agencies, including the Medicines Control Agency (responsible for the licensing of drugs), NHS Estates (which manages the properties of the NHS), and the Medical Devices Agency (concerned with the regulation and safety of medical devices).
