1612. Clinton to Germain. New York. Number 29. Discusses how he is finding that Congress does not have the intention of fulfilling the conditions of the Convention of Saratoga, so thinks it expedient to propose to Washington an exchange of toops for the rebel officers and prisoners with them. Sends copies of letters written to Washington, with that of his answer and a resolve of Congress relative thereto. Commissioners have been appointed for the exchange and are met at Amboy.
