The National Audit Office (NAO) was created by the National Audit Act 1983 when it replaced the Exchequer and Audit Department on government audit functions and services. From 1990, the NAO was arranged into five business units A to E (inclusive). It is likely that the Red (Policy) prefix was created by the Corporate Policy Team (part of Unit A) for the remaining business units to contribute and document their expertise to. The business units were as follows:
Unit A: Corporate Policy; Executive Agencies; NAO Finance and Control; NAO Human Resource Policy; Certification and Statistics Unit.
Unit B: Agriculture; Home Affairs and Courts; Revenue; Environment and Transport; Unit Resources.
Unit C: Employment; Health; Scotland; Social Services; Unit Resources.
Unit D: Asset Management; Human Resources; Overseas Services; International; Privatisation and Regulatory Activities; Unit Resources.
