Administrative / biographical background

Set up initially in 1988 as the Estate Action Group in the large scale re-organisation of housing work in the Department which saw the progressive demise of the longstanding and comprehensive H prefix (HLG 118). Its initial responsibilities were revitalising run down local authority estates, the Priority Estates Project, community refurbishment schemes, disposals to trusts and developers, tenants participation and council tenants rights to transfer ownership of their dwellings to other landlords.

In 1990 it was renamed the Estates Action Division and responsibility was more narrowly focused on Housing Action Trusts and the Estates Action programme.

In 1991 it acquired responsibility for education and training of the Housing Service.

In 1992 it was formally renamed the Housing Management and Estate Action Division and acquired responsibility for the energy efficiency demonstration programme (following the demise of the Department of Energy). In 1993 it gained responsibility for policy on the right to repair and also absorbed the HACC Division.

In 1995 the division was replaced by HMPT, the Housing Management and Tenant Participation Division.
