Recommending his acting Master's Mate, John Mackay, who has been with him for two years and conducted himself in the 'most exemplary manner', so highly deserving of promotion. He brought with him excellent recommendations from previous officers with whom he had served, and has sinced merited every recommendation, including his conduct in commanding one of HMS Diamond's boats in a recent 'enterprise into the harbour of Corunna'. He has also passed his recent examination for a lieutenant.
