Concerns raised by the Education, Arts and Home Office Sub-committee of the Parliamentary Expenditure Committee in their report of July 1977 led to the Secretary of State for Education and Science establishing an inquiry into the teaching of mathematics in primary and secondary schools, with particular regard to the skills required in further education, employment and adult life generally. The committee, under the chairmanship of Dr Wilfred H Cockcroft, vice chancellor of the New University of Ulster at Coleraine, met for the first time on 25 September 1978 and submitted its report jointly to the Secretary of State for Education and the Secretary of State for Wales on 10 November 1981.
