Since the file series ceased to accrue the records have been in the custody of the Department of Energy (1983-1992), the Department of the Environment (1992-1997), the Department of the Environment, Transport and the Regions (1997-2001), the Department of Transport, Local Government and the Regions (2001-2002) and the Office of the Deputy Prime Minister (2002 to present).

The files were selected on the basis that they reflected the economic, social and demographic condition of the UK, as documented by the state's dealings with individuals, communities and organisations outside its own formal boundaries (2.2.2.1 of TNA's Acquisition Policy).
Between 1974 and 1976 responsibility for energy conservation rested with the Department of Energy's Technology Department, but in 1976 it passed to the newly formed Energy Conservation Unit. Three years later the Unit was renamed the Energy Conservation Division and continued under this name until it was abolished in 1983. Following the General Election in 1992 it was announced that the Department of Energy was to be abolished. Whilst most of the Department of Energy's functions were transferred to the Department of Trade and Industry, responsibility for energy conservation was assumed by the Department of the Environment.
